Non-exclusive Use of Track and Field Facilities of Sports Grounds by Organisations

For optimal use of public resources and to better fulfill the function of sports grounds as venues for athletic training and activities, the Leisure and Cultural Services Department (LCSD), after reviewing the facilities of sports grounds across various districts and consulting the Hong Kong, China Association of Athletics Affiliates, opens the track and field facilities of sports grounds for non-exclusive use by schools and organisations. Details are as follows:

Application and approval

Block booking will be processed in accordance with the “Booking Procedure for Use of Sports Grounds”. Successful applicants will be issued a permit. The person in charge of the organisation must present the permit to the venue staff for registration on the day of use.

Quota

During the same hired session, each sports ground accepts (i) not more than 3 field events training conducted, and (ii) a maximum of 2 organisations booked at the same time. An organisation can book a maximum of 4 hours and 8 hours per week during peak hours and non-peak hours respectively.

Number of users

Hiring organisations must ensure that at least 4 users but not more than 20 users are using the facilities at the same time.

Hire charges

Conditions of use

All users must observe the “Conditions of Use of Leisure and Cultural Services Department Sports Grounds”. In addition, organisations must observe the “Other Conditions to be Observed for the Non-exclusive Use of Track and Field Facilities of Sports Ground by Organisation” as follows:

  1. The person in charge of the organisation should be a registered teacher who has completed subject-training in Physical Education, or possess a coach certificate issued by the Hong Kong, China Association of Athletics Affiliates or equivalent qualifications. He/she must be present during the use of the venue to coordinate all activities of the organisation and take charge of the relevant safety issues.
  2. During the period of hire, the person in charge of the organisation must maintain order in the hired area and ensure that the activities will not cause any hindrance or inconvenience to other users.
  3. Hirers must complete a loan form beforehand if they need to borrow any sports equipment. Instructions of the venue management staff must be followed to collect and return the sports equipment at designated locations before and after use.
  4. The person in charge of the organisation must arrange for users to warm up in the designated areas. Unless prior approval is obtained from the venue staff, organisation users must not enter the turf pitch area.
