The Leisure and Cultural Services Department (LCSD) will implement a new charging arrangement for the use of non-fee charging leisure venues for conducting sales activities with effect from 1 December 2013.
Non-designated uses of non-fee charging leisure venues may involve the sale of goods and/or services and charging of admission fees. The venue hirers or organisers of such activities are currently required to pay a fee equivalent to 10% of the admission receipts or a minimum charge of $100, whichever is the higher.
In order to strike a better balance between the designated and non-designated uses of non-fee charging venues and to enhance the cost-effectiveness of providing venues for non-designated uses, the LCSD has reviewed the charging mechanism for these venues. A new charging arrangement will be introduced for events involving sales activities, taking into account the income derived by the organiser from the activities.
The new charging arrangement is applicable to events mainly involving the sale of goods, commodities or services, or the subletting of booths or spaces for the sale of goods, commodities or services, with or without charging admission fees. The new charging arrangement is not applicable to events organised by charitable organisations with supported by the LCSD.

Remarks: The charge will be either the sum of (i) and (ii) or the minimum charge as defined in (iii), whichever is the higher.
Organiser may apply for a nominal venue hire charge if the event concerned is supported by the LCSD and meets the following criteria:
The event is open to the public without collecting admission fees;
The event is in line with the objectives of the LCSD to promote recreation and sports, greening as well as cultural and arts development; and
There is not any profit generated from the event. Should there be any surplus as shown in the audited statement of account submitted by the organiser after completion of the event, the organiser is required to pay the normal hire charge, even though its application for a nominal venue hire charge has been approved.
