Amendment of Pleasure Grounds Regulation to step up control of noise nuisance in parks

Background

The Leisure and Cultural Services Department (LCSD) manages public pleasure grounds (PPGs) in accordance with the Pleasure Grounds Regulation (Cap.132BC). Members of the public often carry out music activities in some PPGs managed by LCSD. Some people even use loudspeakers and generate excessive noise, thereby causing nuisance to others. The department is very concerned about the situation and seeks to tackle noise nuisance in PPGs effectively by amending the provisions in section 25 of the Pleasure Grounds Regulation and revising the relevant penalties.

Commencement date
The amended Pleasure Grounds Regulation will come into effect on 24 July 2020.
