Notes on Enrolment (Water Sports Centre)

I. Entry Requirements

  1. Applicant should be aged 18 or above & no. of people for each group cannot be more than 6.
  2. Water Activity Participants should be able to swim with clothes for at least 50 metres / proficient in swimming
 

II. Application procedures

1.

Places allotted on a "First-come-first-served" basis:

1.1

Enrol in person at any Water Sports Centre(WSCs) , District Leisure Services Offices(DLSOs) or any recreation and sports venues with Leisure Link Services

  • Applicants should return the completed enrolment forms, together with their entry fees, to any WSCs, DLSOs or any recreation and sports venue with Leisure Link Service on the date(s) of enrolment. Applications will be processed until all the quotas are filled.
  • At the time of enrolment, applicants must produce their identification documents (original or copy) and proof of relevant and valid qualification for verification.
  • Unless otherwise stated, each applicant may only submit one application form at one time. Those who want to enrol in more than one activity must queue up again.

Enrolment by mail

  • Applicants should mail the completed enrolment forms, together with a crossed cheque payable to 'The Government of the Hong Kong Special Administrative Region', copies of their identity documents (for verification only), photocopy of proof of relevant and valid qualification and a stamped return envelope to the relevant WSC at least 10 working days (excluding Sunday and Public Holiday) prior to the commencement of the activity. Enrolment will be treated on a first-come-first-served basis. For applications received on the same day, priority will be accorded to the applicants who make the enrolment in person. Remaining quota will be allocated by balloting to the mail applications if applications exceed the capacity.
1.3

Enrolment through Leisure Link Self-service Kiosk

  • During The period of enrolment, applicants may enrol in the activities through a Leisure Link Self-service Kiosk at any venue provided with such a facility. Applications will be processed until all quotas are filled.

Enrolment via Leisure Link e-Services System or its mobile version (Webpage:http://leisurelink.lcsd.gov.hk/)

  • Graphic: Internet iconmeans the activity also accepts on-line enrolment via Leisure Link e-Services System or its mobile version on a first-come-first-served basis.
  • Applicants may enrol in activities through Leisure Link e-Services System or its mobile version (Webpage:http://leisurelink.lcsd.gov.hk/?lang=en) starting from 8:30am on the first date of enrolment.
3.

Enrol in person at specific Water Sports Centre

  • means the activity should be enrolled at the water sports centre organizing the activities and the application would be processed on a first-come-first-served basis.

Places allotted by "Balloting" :

4.1

Submission of enrolment forms:

  • Applicants should submit the application forms in person, by post or by fax or through internet (http://www.lcsd.gov.hk/clpss/en/search/leisure/srchCommRecretSprtProgsForm.do) to the organising WSCs on the specified date.
  • For the same type of activities (e.g. all kayaking activities belong to the same type of activity) within the same enrolment period, each applicant can only submit one application form. Applicants who duplicate their enrolments or submit incomplete applications will be disqualified. If applicants want to apply for the same type of activity at different WSCs (e.g. kayak training courses at TMTWSC and WSWSC), they should submit separate forms to the concerned centres for independent balloting.
4.2

Balloting, posting of results and payment settlement:

  • Place are allotted by balloting which will be held on the specified balloting day after the closing date of application. Balloting will start at 9:00am, members of the public are welcome to witness the balloting procedure on the specific date and time at the organizing WSC.
  • The WSC will draw the list of successful applicants and the waiting list for the activities at the same time. No priority number will be assigned to the applicants on the waiting list. And the WSC will notify the successful applicants to settle the programme fee within 7 working days after balloting and the applicants on the waiting list will also be informed of the arrangement by mail.
  • Results of the successful applicants and the applicants on the waiting list will be posted in the respective WSC and LCSD homepage 5 working days after balloting.
  • Successful applicants must bring along their notification letters, identity document (original or copy), copies of proof of relevant and valid qualification and entry fees to any WSCs / DLSOs / recreation and sports venues with Leisure Link Services / Leisure Link Self-service Kiosk for enrolment within the specified period.
  • Waiting list will be drawn up for all the LCSD training programmes and recreation activities. No priority number will be assigned to the applicants on the waiting list.
4.3

Enrolment procedure for the applicants on the waiting list:

  • If places are available after the payment due date for successful applicants, these places will be opened for all the applicants on the waiting list for enrolment within specified period at any WSCs / DLSOs / recreation and sports venues with Leisure Link Services / Leisure Link Self-service Kiosk on a first-come-first-served basis. (Enrolments on the first day starts from 8:30am)
4.4

"Date of Open Enrolment for Remaining Quota":

  • If there are still places after the enrolment period for the applicants on the waiting list, these places will be opened to the general public on the "Date of Open Enrolment for Remaining Quota" starting from 8:30am on the first day of the enrolment period, via the LCSD website (not applicable to free-of-charge programme) / any WSCs / DLSOs / recreation and sports venues with Leisure Link Services / Leisure Link Self-service Kiosk, for enrolment on a first-come-first-served basis.

The date of Open Enrolment for Remaining Quota for all training courses will be stated in the Monthly Programme of WSCs.

5. “On-the-spot enrolment” arrangement (Only applicable to the activities organized by water sports centres)

If enrolled participants cannot attend the programme or are absent or late for 30 minutes or more on the first day of the activity, their places will be allocated to on-the-spot stand-by applicants on a first-come-first-served basis.
Remarks:
(i) Participants of multiple-day programme who cannot arrive within 30 minutes or have to be absent on the first activity day shall submit a written application for being late or absent on the first activity day to the concerned centre at least two working days prior to the commencement of the programme. The on-the-spot enrolment arrangement will not be applicable if such an application is made.
(ii) For (i) above, a participant may apply for being late or absent on the first activity day at most once in every 90 days in a centre.
(iii) The venue manager/duty officer in-charge may cancel or suspend the on-the-spot enrolment arrangement at any time for operational reasons or due to special circumstances nearby.
(iv) In case there are no on-the-spot applicants to fill the relevant places, the concerned centre, subject to no interruption to the activity, may consider allowing participants who are late for 30 minutes or more to take part in the rest of the programme.
