Home Affairs Secretary meets Alliance representatives

The Secretary for Home Affairs, Dr Patrick Ho, this morning (May 27) met Mr Szeto Wah and Mr Lee Cheuk-yan, at their request, regarding insurance for public gatherings at Victoria Park by the Hong Kong Alliance in Support of Patriotic Democratic Movements in China (the Alliance).

At the meeting, Mr Lee said that they were likely to be able to take out insurance for the public gathering to be staged on June 4 but were unable to secure another insurance policy covering the May 30 event and other events. He hoped the Leisure and Cultural Services Department (LCSD) would exempt the Alliance from the insurance requirement.

The LCSD will grant approval for the public gathering to be held at Victoria Park on June 4 should the Alliance provide the insurance policy covering the event.

The LCSD applies the same standard requirements to all applications for non-designated uses of its venues. All such applicants have to comply with the "Pleasure Grounds Regulations" and LCSD's conditions of non-designated uses of its venues.

If organisers fail to provide proof of such insurance policies, the department will not grant approval for exclusive use of its venues for holding the non-designated activities, which means the venue facilities will be open to all members of the public, including those who intend to join the public gatherings on the event days.

The LCSD and Police will deploy sufficient manpower at the venue to maintain public order and safety.
