LCSD supports staging of local traditional activities

Regarding the media report today (April 28) on the application of Cheung Chau Bun Festival Organising Committee to hold the "bun scrambling" activity, the Leisure and Cultural Services Department (LCSD) issued the following response:

"The Department has always lent full support to community organizations in staging local traditional activities at its leisure venues. In processing the applications, a primary consideration is to ensure that the activity is conducted in an orderly manner in the interest of public safety.

Approval has already been given to the applicant concerned to stage a traditional procession in Pak Tai Temple Playground.

In the past 20 years, the applicant has been granted permission to stage the Bun Festival, including the orderly distribution of buns. However, this year the applicant has applied to stage "bun scrambling". In view of an accident in 1978 which saw the collapse of the bun towers and numerous casualties arising from the bun scrambling activity, and also in accordance with the existing safety requirements for activities of a similar nature, the Department has written to the applicant to request for documentation of compliance with the following safety requirements:

- To appoint an Authorized Person to submit documents certifying that the bun towers are structurally sound to allow the "bun scrambling" activity to be conducted in a safe manner;

- To take out a public liability insurance with sufficient coverage; and

- To submit a comprehensive and effective proposal on safety measures to safeguard climbers and other participants of the activity.

The department has requested the applicant to submit the necessary documents as soon as possible to facilitate consideration of the application for holding the "bun scrambling" activity."
