Public Coaching Areas at Public Swimming Pools

Public swimming pools are very popular venues for members of the public to teach their children or friends to swim or for private coaches to conduct swimming lessons. To maintain order and ensure water safety in public swimming pools, the Leisure and Cultural Services Department (LCSD) has designated Public Coaching Areas (PCAs) at some swimming pool complexes.

For complexes with multiple pool facilities (excluding children’s pools, toddlers’ pools, leisure pools and Jacuzzis) and no designated PCAs, the LCSD has put in place a mechanism to monitor their operation and review public opinions from time to time. Admission and swimmer participation numbers in coaching activities will be recorded, and opinion surveys will be conducted when necessary to collect users’ views on PCA designation.

If the designation of a PCA is supported by the public and the relevant District Council (DC) has also given its support upon consultation, a trial run of the PCA will be implemented throughout the swimming season (i.e. from April to October), during which another opinion survey will be conducted. The effectiveness of the trial will be reviewed after the end of the swimming season.

The LCSD will continue to monitor the operation of the PCA during the swimming season, including the attendance of the swimming pool complex and the number of swimmers participating in coaching activities in swimming facilities, and review the operational arrangements of the PCA to ascertain if adjustments are necessary.
