Free Use Scheme

The Free Use Scheme implemented by the Leisure and Cultural Services Department (LCSD) aims to maximise the use of leisure facilities by allowing eligible organisations free access to the leisure facilities listed below during non-peak hours (i.e. from the opening time up to 5 pm from Monday to Friday throughout the year except public holidays and the months of July and August). Eligible organisations include schools, National Sports Associations, district sports associations and non-governmental organisations receiving subventions allocation from Social Welfare Department.

Leisure Facilities under the Free Use Scheme

  1. Main arenas and activity rooms of all sports centres;
  2. Squash courts (excluding table-tennis tables provided inside squash courts);
  3. Hockey pitches at King's Park Hockey Ground and Happy Valley Recreation Ground (Pitch No.11);
  4. Outdoor bowling greens; and
  5. Obstacle golf course at Shek O Beach.

Completed application forms (LCS 699) for free use of the leisure facilities on a yearly basis from September to June of the following year should be submitted by schools or other eligible organisations to the respective District Leisure Services Offices and venues on or before 1 June each year. As a general rule, the available courts/rinks at a venue can be booked for free use provided that this does not exceed half the total available non-peak hours in a day.
