To promote the local development of public art, the project "Art@Government Buildings 2012-13 — Fresh Vision" was held from 28.11.2012 to 30.11.2013. It aimed at creating an artistic environment within government buildings, offering visitors and users an uplifting experience and broadening the horizons of the public at large. Margaret Chu, Kongkee (Kong Khong-chang), Ng Ka-chun, Lee Shu-fan, Bovey Lee and Don Mak were commissioned to create works of art for six respective government buildings, namely Sai Kung Tseung Kwan O Government Complex, Tokwawan Market and Government Offices, Sha Tin Government Offices, Queensway Government Offices, Lai Chi Kok Government Offices and North Point Government Offices.
A series of free fringe activities, including guided tours for schools, mini concerts, outdoor movie screenings and artist's workshops, were held at the exhibition venues, so that the public might have a better understanding on the project and public spaces.
