Community Sports Club Subsidy Scheme *
Conditions of Grant

The conditions of grant are as follows:

*

captions of the publicity materials should state that the programme is subsidized by the LCSD;

*

CSC should not make a profit out of the programme;

*

the subsidized programme should not be used for any personal publicity;

*

CSC shall inform the LCSD and NSA within 12 hours of any accident;

*

CSC should fax /mail the participant list to LCSD & NSA at least one week before the commencement of the programme;

*

to ensure the quality of programme, instructor / programme in-charge is advised to inform the participants at the first lesson that if they have any opinion or suggestion of the programme, they can contact the organizer or NSA or LCSD;

*

the course instructor should be recognized by NSA;

*

CSC should follow the procurement guideline and declaration issued by NSA;

*

the CSC receiving the subsidy should acknowledge the LCSD as the subsidized organization in all publicity materials including publicity banners, posters, leaflets, house programmes, invitation cards, press release, prizes, souvenirs etc and must consult the LCSD and NSA on any publicity plan and design layout of such materials;

*

representatives of the LCSD and NSA reserve the right to attend any preparatory meetings to monitor the progress of the subsidized programme;

*

notify the LCSD and NSA for any changes to programme details such as change of programmes date, time and venue to which a grant has been given;

*

targeted enrolment rate is preferably over 50%. If the enrolment rate is less than 50% of the quota, the event has to be postponed or cancelled;

*

Income derived from entry fee is recommended to account for 15% or above of the total expenditure of a programme;

*

  1. a public liability insurance in the joint name of LCSD should be taken by the CSC to cover any claim demand and legal liability in staging the programmes;
  2. the LCSD shall not be made liable for any claims, demands or liabilities associated with the organization of the programme;
  3. CSC shall indemnify the LCSD against all actions, proceedings, claims, costs and expenses whatsoever in respect of any injury or death arising out of the programme for which the LCSD is not liable;

*

when organizing the subsidized programme, CSC shall observe the laws and ordinances of the Hong Kong Special Administrative Region Government such as the Prevention of Bribery Ordinance, the Immigration Ordinance, the Personal Data (Privacy) Ordinance and Copyright Ordinance;

*

Club members should be advised to avoid any conflict of their private interest, whether past, present or future, with their official duties in the club and declare any such conflict to the club which shall report the same promptly to NSA and the LCSD;

*

the following information should be submitted to NSA affiliated within one month after the completion of the programme for verification and payment purpose :

  1. Part I of the statement of accounts
  2. Programme evaluation report
  3. Original receipts including the statement of expenditure on part-time staff remuneration (applicable to training courses)
  4. A full list of participants and attendance record
  5. Photographs and publicity materials relating to the programme

*

the statement of accounts should be affixed with the official seal and certified by the Chairman and Secretary/Treasurer of your Club;

*

original copies/photocopies of the receipts should be affixed with the official seal. If payment for items/services exceeds $3,000, the receipts, accounts or relevant information should be countersigned by the Chairman and Secretary/Treasurer of your Club for verification purpose ;

*

the use of subsidy will be confined to the specified ceiling as shown in the breakdown of expenditure of the programme approved by NSA ; and

*

the LCSD and NSA reserves the right to inspect the accounts of the Community Sports Club so as to examine supporting vouchers related to the programme.
