Sports Subvention Scheme

The department is responsible for the administration of the Sports Subvention Scheme, which provides funding support to National Sports Associations (NSAs) and other sports organisations for the promotion and development of sport in Hong Kong.

In 2014-15, the department provided subvention amounting to $262 million to these bodies. Together, they organised 10 600 sports programmes for more than 731 300 participants.

LCSD completed a comprehensive review of the Sports Subvention Scheme in 2010. The major areas of review included subvention allocation and monitoring, as well as internal controls of NSAs. Measures were taken to improve the administration of the scheme by streamlining procedures and enhancing accountability and corporate governance of NSAs.

A total of 72 international events were held in 2014-15 under this scheme. Major events included the FINA Swimming World Cup 2014 – Hong Kong; the 19th Asian Cities Gold Cup Taekwondo Championships; the Hong Kong Inter-city Athletics Championships 2014; the 40th Hong Kong International Open Tenpin Bowling Championships; the 36th Hong Kong Rowing Championships; the Hong Kong International Judo Tournament 2014; the Hong Kong Junior Squash Open 2014; the Classic Hong Kong Benchpress Invitation Championships 2014; the 2014 Hong Kong ASTC Triathlon Asia Cup; the 2014 Hong Kong Junior & Cadet Open - ITTF Premium Junior Circuit; the Hong Kong Bouldering Championships 2014; and the Hong Kong National Junior Tennis Championships 2015.

A total of 454 local competitions were also organised by NSAs. Key events included the Hong Kong 3 on 3 Streetball Basketball Competition for Students; the Hong Kong Football Five; the 2014 Hong Kong National Wakeboard Championships; the Hong Kong Cup Archery Tournament; the Hong Kong Schools Rowing Championships 2014; the Hong Kong Open Ranking Table Tennis Championships 2014; the 34th Hong Kong Volleyball Championship; and the Table Tennis Association Cup 2014.

Sports promotions and training schemes are important components of these funded programmes. The sports development programmes held in 2014-15 included school sports programmes and a range of training schemes, which included the Youth Football Development Scheme, the Mini-Squash Scheme, the New Generation Table Tennis Training Course, and the Hong Kong Youth (Boys and Girls) Basketball Training Scheme.
