Sports Subvention Scheme

The Department is responsible for the administration of government subventions for the promotion and development of sport throughout Hong Kong. Subventions are provided to the NSAs and to other sports organisations to enable them to organise sports events, training programmes and competitions. In 2010-11, the Department provided subventions worth approximately $217 million to these NSAs and sports organisations, which together organised 10 800 sports programmes for more than 724 600 participants. The LCSD completed a comprehensive review of the Sports Subvention Scheme (the Scheme) in 2010. The major areas of review included the allocation of subvention, the monitoring of the use of subvention and the internal control of NSAs. Related improvement measures are to be implemented with effect from 2011-12 with a view to streamlining the procedures, enhancing accountability and improving the overall efficiency and effectiveness of the Scheme.

Under the Scheme, a total of 71 international events were also held locally, stimulating greater interest in sport and providing more opportunities for spectators. Some of the events in 2010-11 included the Hong Kong Tennis Classic 2011, the FINA Marathon Swimming World Cup - Hong Kong 2010, the 14th Tour of South China Sea, the 2010 Hong Kong ITU Triathlon Asian Cup, the 15th Asian Cities Gold Cup Taekwondo Championships, the Hong Kong International Bowls Classic 2010, the 2010 Hong Kong International Handball Championships, the Hong Kong Inter-City Athletic Championships 2010, the 36th Hong Kong International Open Tenpin Bowling Championships, the 32nd Hong Kong Rowing Championships, the Hong Kong International Judo Tournament and the Hong Kong Junior Squash Open.

Around 350 000 participants also took part in 405 local competitions organised by the NSAs. These competitions were designed to foster a sports culture among the players and spectators. Major events included the Hong Kong Student Streetball Challenge, the Nike Hong Kong Football Five, the Hong Kong Sports Climbing Championships, the Hong Kong Open Wakeboard and Water Ski Championships, the Hong Kong Cup Archery Tournament, the Hong Kong National Junior Tennis Championships, the Hong Kong Youth Indoor Rowing Championships, the Hong Kong Bench Press Championships, the Hong Kong Open Table Tennis Ranking Championships and the Table Tennis Association Cup. A series of inter-school sports competitions was also organised for primary and secondary school students.

Potential young athletes are identified in the new programme Potential Artistic Gymnasts Development Scheme under the Enhancement of Feeder System.
A Rowing Promotion Fun Day was organised by the Hong Kong China Rowing Association to promote the Rowing Promotional Scheme for advanced training.

Sports promotion schemes and training courses are important components of these subvented programmes. The sports development programmes held in 2010-11 included school sports programmes and various training schemes, such as the Youth Football Scheme, the Youth Wushu Training Course, the Hong Kong Youth (Boys and Girls) Basketball Training Scheme and the New Generation Table Tennis Training Course.
