  Exchanges with the Mainland and Macau

Reciprocal visits were arranged between the department's key personnel and delegations from Mainland and Macau cultural bodies to enhance networking. In October 2003, Ms Anissa Wong, the Director of Leisure and Cultural Services and Miss Choi Suk-kuen, the Deputy Director (Culture) were invited by the President of the Cultural Instituto of Macau to attend the 17th Macau International Music Festival's opera production Magic Flute.

In July, the Liaison Office of the Central People's Government in Hong Kong invited a delegation of local representatives from the music and dance community to visit various government offices and arts organisations in Jilin Province, such as the News Office, the Culture Bureau, the Jilin City Song and Dance Troupe and the Yianbian Song and Dance Troupe.

In March, the Shenzhen Municipal Bureau of Culture invited a delegation of nine departmental representatives to visit cultural and heritage facilities including the Shenzhen Grand Theatre and the Guan Shanyue Art Museum.

The department was also invited to attend the opening reception of the Foshan City Cantonese Opera Week organised by the Foshan Culture Bureau in December.

Many Mainland and Macau cultural officials visited the Leisure and Cultural Services Department and attended cultural programmes during the year. Among them were:

In January, five cultural officials from Hebei Provincial Department of Culture visited Hong Kong and exchanged experiences with the department;
In April, representatives from the Shanghai Municipal Construction and Management Commission visited the Hong Kong Cultural Centre;
In October, Mr. Yu Qikeng, Deputy Director of the Guangdong Provincial Department of Culture, Mr. Tao Cheng, Director of the Guangzhou Municipal Bureau of Culture and Mr. Yao Feng, Section Chief of the Shenzhen Municipal Bureau of Culture were invited to attend the opening of the Legends of China Festival;
In September and December, Mi Jihong, Director of Bureau of the Hong Kong, Macau and Taiwan Cultural Affairs, Ministry of Culture, People's Republic of China visited Hong Kong and met with the LCSD directorate to discuss programme proposals;
In December, five cultural officials from the Shenzhen Municipal Bureau of Culture visited Hong Kong to exchange views with the directorate. The group also visited the Hong Kong Cultural Centre and Kwai Tsing Theatre; and
Mr. Zhu Jian Ping, Director of Wuxi Cultural Bureau, Mr. Tu Kun Yuan, Director of Wuxi Municipal, Cultural Bureau Staging and Foreign Affairs Office and Mr. Liu Zhong Bao, Chief of the Song and Dance Ensemble of Wuxi, Jiangsu, also visited Hong Kong for discussions with the directorate as well as visits to the Hong Kong Cultural Centre and the Hong Kong Museum of Art.
