The Leisure and Cultural Services
Department is inviting applications for "Programme Partnership Scheme
2006/07" to be launched at Sheung Wan Civic Centre, Ngau Chi Wan Civic
Centre, North District Town Hall, Tsuen Wan Town Hall, Yuen Long Theatre cum
Tuen Mun Town Hall in 2006/07. The deadline for submission is on or before
5pm on 30 November 2005.

The Scheme, aimed at establishing a close and long term working
relationship between the venue management and artists, has the following objectives:
| (a) |
To establish and develop the artistic merit and image (Note 1), direction
and position of the venues concerned; |
| (b) |
To maximise utilisation and explore various effective uses of the venue
facilities; |
| (c) |
To facilitate audience-building through organizing tailor-made arts programmes
at the venues for the community; and |
| (d) |
To collaborate with the arts community in organising venue programmes and
to provide space, environment and resources to facilitate artistic creation. |
(Note 1: "Experimental performing arts" for Sheung Wan Civic Centre
and "Modern drama and modern dance" for Ngau Chi Wan Civic Centre)

Individual proposals are invited for Sheung Wan Civic Centre,
Ngau Chi Wan Civic Centre, North District Town Hall, Tsuen Wan Town Hall, Yuen
Long Theatre cum Tuen Mun Town Hall. The five programmes under this scheme for
the five districts should last for one year starting from April 2006. Only one
partnership programme will be selected for each district. Available slots of
various facilities at the venues are summarized at the Appendix.

The applicant should either be
| (a) |
(i) |
a Hong Kong registered performing arts group, company or organisation with
proven experience over the past three years in organising local cultural and
educational activities; or |
| |
(ii) |
an ensemble of professional or amateur artists, with key members (not less
than two members) taking active role in performing arts over the past three
years locally (Note 2) ; and |
| (b) |
The applicant should possess a good performance
record and be capable of arts management and organisation. |
(Note 2 : Various arts groups may collaborate and submit an application, but
only one group should act as the official representative for the application.)

The Department will provide venues and basic facilities for
performances, rehearsals and related activities, use of free URBTIX service;
assistance and advice in programme planning, implementation and promotion; as
well as an appropriate subsidy to cover part of the programme expenditure (please
refer to paragraph 10).
The Partner will be responsible for devising, producing and running a series
of programme activities, supporting its own administrative and accounting works,
marketing and promoting the activities, handling ticketing matters of paid performances
and recruitment of participants for classes and other activities. Ticket proceeds
and course fees can be retained by the Partner (Note 3).
Partnership programmes shall be publicised as "Programme Presenters: the
Leisure and Cultural Services Department and (name of the Partner)" (Note
4).
(Note 3: Concessionary ticket arrangement adopted by LCSD presentations should
be offered for paid activities of the scheme.)
(Note 4: Programmes accepted under this scheme cannot appear elsewhere within
1 month before or after the schedule dates, except with the prior approval of
the LCSD.)

| Nature and Types of Activities |
|

|
|
| (a) |
Activities may cover any forms of performing arts which will establish and
develop the venue image, promote the features of the venue and cater for the
reach of the markets; |
| (b) |
Activities should primarily be performance-oriented, and supplemented by
supporting functions, such as demonstrations, exhibitions, training classes,
lectures and workshops; |
| (c) |
Part of the activities may involve the participation of local and overseas
arts groups and the content of the non-applicant (visiting groups) should not
exceed 50% of the activities; |
| (d) |
Activities should include elements of arts education and promotion. Having
appeal to the district community would be an advantage. They may target at specific
sectors of the community and may involve participants to work with professionals
in the production; |
| (e) |
Activities should be able to realize the spirit of venue-based programming
and to integrate with the venues' regular and seasonal events, such as foyer
performances and open days, etc.; |
| (f) |
Activities should be able to tie in with the schedule of cultural events
presented by the Department; |
| (g) |
Activities should be designed to make creative use of the venue facilities; |
| (h) |
Activities should be open to members of the public. The Department may also
make arrangements for part of the programme to be attended by an invited audience. |

Proposals are to be assessed on the basis of the following criteria
with each assessment item carrying equal weighting :
| (a) |
Performance history and artistic standard of the applicant; |
| (b) |
Experience in and ability to organise the project (including administration,
financial management, publicity as well as cooperation with various units of
the venue); |
| (c) |
Artistic achievement and the profile of the participating artists ; |
| (d) |
Artistic merit, originality and variety of the proposed programmes; |
| (e) |
Effectiveness of the marketing strategies and project administration; and
profile of the key personnel in the project; |
| (f) |
Capability to meet the community's needs, and to foster and promote their
appreciation on arts; |
| (g) |
Capability to match / establish the venue image, activities and facilities; |
| (h) |
Subsidy amount required, subsidy level per head and other cost effectiveness
consideration; |
| (i) |
Number and coverage of target participants; and |
| (j) |
Ability to raise the usage rate and maximize the use of venue resources. |

|
The applicant may request the Department to provide a certain
amount of subsidy which will be the difference between the estimated expenditure
and the estimated income of the proposed budget of the programme. Where appropriate,
the estimated income is calculated on the basis of approved 70% ticket sales.
The applicant may counter-propose a guaranteed attendance level in the proposal
for the Department's consideration.
The subsidy offered is to cover part of the costs of planning, production, promotion,
recruitment and administration of the programme. The maximum administrative
cost is 30% of the approved subsidy, which may cover programme-related staffing
and administrative costs but excluding the expenses on capital equipment or
recurrent expenditure of overall overheads such as rental or maintenance expenses.
The maximum subsidy for a one-year partnership scheme of Sheung Wan Civic Centre,
North District Town Hall and Tsuen Wan Town Hall is HKD$650,000 and that of
Ngau Chi Wan Civic Centre and Yuen Long Theatre cum Tuen Mun Town Hall is HKD$1,000,000.
To facilitate the production of the programmes, the approved subsidy will be
disbursed by installments as follows:

First 30% of the approved subsidy payable one month prior to the implementation
of the programme; |
| - |
The second and the third 30% of the approved subsidy payable upon formal
and mutual agreement between the Department and the selected programme partner
according to the actual programme schedule; and |
| - |
The remaining 10% of the approved subsidy payable after the successful completion
of the programme and the Department's acceptance of the final report, which
should include an audited financial statement. |
The Partner should obtain the Department's prior consent for any major change
in expenditure and income items as well as any deviation from the original
agreed proposal in terms of the number, nature and content of activities.
The Partner is required to submit financial and programme reports punctually
prior to the payment date of each installment and the payment would only be
arranged after the Department's acceptance of each report, as well as an audited
statement of account within one month after the completion of all programmes.

The Partner may accept and acknowledge commercial sponsorship
for the programme with prior consent from the Department. The Department's guidelines
on acceptance of commercial sponsorship should be observed. As a general rule,
tobacco-related sponsorship or sponsorship which may affect the Department's
image shall not be accepted; For programmes aimed at young people under 18,
sponsorship/donations from the alcohol industry should not be accepted. (Note
5)
(Note 5: The approval of sponsorship/donations should be obtained from the Department
one month prior to the activity.)
