The
Film Programmes Office is responsible for organizing
year-round film-related programmes such as film shows,
seminars and other arts appreciation activities at cultural
venues in the territory.

| Collaboration with Local
Cultural / Film Organizations | | | |

Organization
of regular film programmes is mainly through "Presentation",
"Joint Presentation" and "Programme Sponsorship" formats.
For "Presentation", the Leisure and Cultural Services
Department bears all costs and retains the ticket
sales proceeds. For "Joint Presentation", the Department
bears part of the production costs and shares with
the co-presenter(s) the ticket proceeds. As for "Programme
Sponsorship", the Department mainly provides the venue,
ticketing service and publicity assistance. The production
costs are borne by the cultural / film organizations
which are entitled to the proceeds from ticket sales.
In
addition to regular film programmes, the Office also
launches special film projects with other cultural
/ film organizations. One example is the sponsorship
to the Hong Kong Arts Centre in the organization of
the Hong Kong Independent Short Film and Video Awards
to promote quality non-commercial short film and video
works and encourage independent film production in
Hong Kong.

The Office is open to proposals
from cultural / film organizations and film personalities.
There is no fixed format or schedule for submission
of programme proposals. In general, a proposal should
include a description of the programme, proposed period
and venue(s), biography/background of filmmakers,
reviews of past productions and preview tapes, and
the proposed fee with a breakdown of costs.
For visiting programmes of
major scale, proposals should preferably be submitted
18 months in advance. For local programmes of major
scale, proposals should be submitted 12 months ahead.
Due consideration would be difficult for proposals
tendered less than 6 months in advance.

The Office assesses proposals according
to the following criteria:
| (a) |
Artistic Merit
- Programme quality is the most crucial criterion
and should have impact on local film culture. |
| |

| (b) |
Room for Cultural
Exchange - For film programmes on a specific region
or country, the Office will consider, besides
the quality of the programme, whether it allows
room for the audience to understand more of the
region's culture. |

| (c) |
Historical Value
- Films of particular significance in film history
or culture will be given priority. |
| |
|
| (d) |
Relevance to a
Special Topic - Whether the films are relevant
to the proposed theme or topic will be taken into
consideration. |

| (e) |
Audience Appeal
- To cater for different sectors in the community,
the assessment of audience appeal will take into
account the coverage of tastes of both the majority
and minority in society. Endeavour to introduce
new art forms to the audience will also count
for evaluation. |

| (f) |
Status of Organizer
- The organizer must be a bona fide non-profit-making
body for entitlement to "Programme Sponsorship".

Assessment
will be made by the Office according to the aforesaid
selection criteria at its regular programme meetings
and if necessary, in consultation with the Film Advisers.

From April 2012 to March 2014, our film advisory panel composes experts and scholars in the field of film and media art. They have contributed their time as advisers, and helped shape our programmes to fit the need of the film practitioners / organizations and the audience we serve.
